故事发生在晚清时期，广东省一个偏远小镇—潮丰镇。镇中女子许静（陈敏儿）嫁夫郑贵元（杨泽霖），育一子郑仲生，与家姑及小叔贵开（刘青云）一家生活平淡。 　　不幸兵战连年，饥民大量流入镇内，镇长命码头总管何四（刘江）派米赈灾，怎知何四从中贪污，以沙混米，引起饥民暴动，挟持妓院老板娘醉蝶（欧阳佩珊）夺取银两。贵元身为捕头，前往调解时被饥民错手枪杀，许静顿成寡妇。此时乡间妹妹迎弟（曾华倩）前往投靠许静，令静百上加斤。 　　贵开痴恋迎弟，更因而得罪死对头何四，招致杀身之祸。静凭着胆色及醉蝶的暗助，令开得以洗脱罪名，镇长因而对静另眼相看，委任为女捕头，静为了家计答允。静当女捕头后备受各方压力，更得知醉蝶与其夫生前有染，百感交集，其子仲生也因静疏于管教，离家出走，并染上瘟疫，幸得逃犯古泽仁（高雄）相救。静与弟均恋上泽仁，险令姊妹反目，幸有醉蝶中调停，弟重投开怀抱。泽...
